The Allah Valley Landscape Development Alliance (AVLDA) is a multi-stakeholder group of representatives from South Cotabato province (and its municipalities of Lake Sebu, T'boli, Surallah, Santo Niņo, Banga and Norala) and Sultan Kudarat province (with Tacurong City, and its municipalities of Isulan, Esperanza, Lambayong and Bagumbayan).
The agreement among the parties was signed in 2003, with the local chief executives as the signatories to the memorandum of agreement. AVLDA is an important local initiative, in that it is a collaborative effort between municipalities and provinces, and is focused on the management of a protected landscape that has implications beyond the two provinces. In this sense it has a valuable role and an important contribution. The contribution is to greater environmental sustainability brought about by a more comprehensive and coherent management effort among the different stakeholders in the landscape. AVLDA's effort is to work on this very broad level to help strengthen and sustain relationships between local government units that are dealing with actual needs, and not because of any political agenda or nationally driven program. AVLDA was one of the local government alliances featured in ESSC's documentation of various local government alliances on natural resource management and the report can be accessed here. A partnership between ESSC and AVLDA was also undertaken to assist in strengthening local government mechanisms through community-based watershed management. While there was a focus on environmental risk reduction, the broader framework was a partnership for watershed management and local development . In June 2010, AVLDA's experience was shared in an international conference, Innovation and Sustainable Development in Agriculture and Food (ISDA 2010) in Montpellier, France (ISDA 2010). |
