From 2000-2003 the organisation Environmental Science for Social Change engaged in a series of site visits and dialogues with a range of stakeholders that provided a venue for interested groups and individuals to openly discuss and review mining developments.
Pedro will share findings from three major site dialogues in Benguet, Surigao del Norte and Ipil in Zamboanga Sibugay and review recent developments. Critical issues emerging from the process include ongoing conflict over land use decisions, benefit sharing arrangements and the interpretation and implementation of the Mining Act. The relationship between small scale and larger mining operations remains problematic, as does the question of whether Free Prior and Informed Consent is occurring in ancestral domains.
